I hear this complaint about cyclists crossing Troup Hwy from Simpson's and somewhere else nearer town all the time from my brother who lives in Whitehouse.

These guys are crossing traffic when there isn't room to do so. By law, I believe, that's failure to yield. It has nothing to do with their rate of speed going the same direction as traffic and potentially slowing people down because there simply isn't room for both them and the other vehicles.

That behavior is likely to get someone killed eventually.
